The Rural Clinical Preceptor Stipend Program (RISE 2.2, 2.C), part of Utah's Rural Health Transformation Program (RHTP), provides stipends to licensed physicians (MD, DO), Advanced Practice Registered Nurses (APRNs), and Physician Assistants (PAs) practicing in Utah’s rural counties who serve as uncompensated or first-time clinical preceptors. For Year 1 (July 1–December 1, 2026), $200,000 in stipends is available to expand rural clinical training capacity and enhance Utah’s rural health workforce pipeline. This program is federally funded by CMS/HHS, with a five-year anticipated funding duration and Year 1 overall RHTP awards of $195,743,566.29.
Eligible applicants are licensed MDs, DOs, APRNs, or PAs actively practicing in Utah's rural counties and serving as clinical preceptors for students from MD, DO, APRN, or PA programs. Priority is given to first-time and uncompensated preceptors.
