Summary

HEALTHWORKS (KHA Foundation Inc.) seeks a vendor to develop an All-Kansas Payer Scorecard Program as part of the Revenue Technical Support Organization (RTSO) initiative under Kansas's RHTP plan — providing payer analytics and accountability tracking to support rural hospital financial sustainability.

Eligibility

Proposals will be accepted from qualified organizations with experience in payer scorecard development, healthcare benchmarking, and payer analytics. Vendors must demonstrate organizational experience relevant to payer analytics, healthcare benchmarking, or similar scorecard initiatives as documented in the RFP submission.

Requirements Checklist

• Applicants must provide: a detailed pricing model for specified time periods (Sept 1, 2026 - Sept 30, 2027; estimate for Oct 1, 2027 - Oct 31, 2027; and annual estimates through 2030), organizational background and experience, technical approach/methodologies for scorecard, and proposed timeline.
