Kansas Dementia-Related Behavioral Supports in Rural Nursing Facilities Pilot

Summary

Pilot program under Kansas's Rural Health Transformation Program (RHTP), issued by the Kansas Department for Aging and Disability Services (KDADS) Aging Services Commission. Six Medicaid-certified rural nursing facilities — one from each KDHE District Office area — will receive funding (up to $200,000 each plus $175 per eligible resident per Medicaid day for up to 90 days, extensions possible) to better support Medicaid recipients aged 60+ with dementia who exhibit complex behaviors. Facilities will use funds for specialized training, technical assistance, subject-matter-expert consultation, and enhanced person-centered care services for eligible residents. Goals include: improving staff capacity and quality of care for individuals with complex dementia-related behaviors, increasing behavioral health supports, and informing future Medicaid program design. Participation requires submitting completed KDADS Supplier Verification and Policy Packet, all federal compliance forms, a program narrative (population, project description, data/outcomes), and a Tax Clearance Certificate. Awardees are classified as CMS federal grant subrecipients and subject to 2 CFR Part 200 compliance.

Eligibility

Medicaid-certified nursing facilities physically located in rural Kansas counties and operating as nonprofit, faith-based, or for-profit organizations. Ineligible (non-rural) counties: Johnson, Wyandotte, Leavenworth, Miami, Linn, Douglas, Shawnee, Jefferson, Osage, Jackson, Wabaunsee, Riley, Geary, Pottawatomie, Sedgwick, Butler, Harvey, Sumner. Nursing Facilities for Mental Health are excluded. One facility will be selected per KDHE District Office area (Northeast, Northwest, North Central, South Central, Southeast, Southwest; six awards maximum). Eligible residents must have at least one active diagnosis (Alzheimer's Disease, MDS code I4200, or Non-Alzheimer's Dementia, MDS code I4800) AND two or more MDS behavioral indicators (Behavioral Symptoms-Physical E0200A, Behavioral Symptoms-Verbal E0200B, Behavioral Symptoms-Other E0200C, Rejection of Care E0800, Antipsychotics N0415A1, or Wandering E0900). Residents must have an active PASRR Level I or II evaluation. This program is not for crisis response.
