The Kansas Department of Health and Environment (KDHE) invites eligible organizations to apply for funding to support interfacility transports/transfers as part of the Kansas Rural Health Transformation Program (RHTP) 4.3.1. The Interfacility Transport grant project aims to improve health outcomes and transport times among rural Kansas facilities by supplementing current resources or creating dedicated rural interfacility transfer solutions. Eligible applicants must currently provide, or can provide as part of their application, rural interfacility transport/transfer services. The project explicitly excludes funding for services currently reimbursable by insurance and emphasizes collaboration with EMS, sustainable program design, and compliance with state and federal (including CMS) requirements. Awardees (expected 1–2 total for Year 1) must propose clear project goals, robust implementation and evaluation plans (including performance metrics and reporting), and a sustainability strategy for post-grant operations. Grant funds may be used for allowable costs only, with an indirect cost cap of 10%. Applications must be submitted via the KDHE online portal and include a proposed workplan, evaluation methodology, budget template, and required attachments. Applicants are required to comply with local EMS 'first right of refusal' for transports and must coordinate with KDHE throughout the award period.
Eligible applicants are Kansas-based organizations that currently provide, or propose to provide as part of their application, interfacility transport or transfer services in a rural area. Applicants must possess or obtain, prior to award, a Unique Entity Identifier (UEI), a Federal Employer Identification Number (FEIN), and a State of Kansas SMART Vendor ID (may be completed post-award).
