Part of Governor Morrisey's $10.5M 'return-to-work' announcement (solicitation RHT-AFA-07-06-2026-HTP). Provides $2,000,000 for recovery-focused return-to-work programs for people whose substance use disorder has contributed to unemployment or workforce disruption — proposals may include peer recovery support, recovery navigation, coordination of treatment and recovery services, employer engagement, and structured pathways back into employment. Distinct from the already-tracked Chronic-Conditions track (RHT-AFA-06-30-2026-HTP, ~$8.5M, same due date), which is a separate solicitation under the same Health-to-Prosperity/Health-to-Work umbrella.
