The State of Montana, through the Department of Public Health and Human Services and the State Procurement Services Division, is soliciting proposals for a vendor to implement a statewide Emergency Medical Dispatch System serving 35 Montana Public Safety Answering Points (PSAPs). The successful contractor must provide all labor, supervision, materials, equipment, software, licensing, implementation, integration services, training, maintenance, and support. The program is aligned with the Rural Health Transformation Program and must meet rigorous national EMS standards, including NENA, ASTM, NHTSA, NFPA, AHA, and CPR criteria. Each offeror must comply with all prerequisites and conditions listed in the RFP, submit mandatory business and qualification documents, complete cost proposals, provide insurance certification, register with SAM.gov (UEI #), and ensure compliance with federal funds and associated certifications such as NDA889 and FFATA. Offerors must also provide nondiscrimination certification regarding firearms entities/trade associations and disclose use of Artificial Intelligence in their proposal. This solicitation is fully funded at $4,000,000 for the specified scope.
Open to vendors who meet all RFP mandatory requirements, including licensure, insurance, registration (Unique Entity ID via SAM.gov), and conformance with state and federal standards. Vendors must submit required documents and certifications, including nondiscrimination and AI disclosure. Compliance with Montana procurement law, federal funding regulations, and assurance against discrimination toward firearms entities/trade associations is required.
