The Montana Department of Public Health and Human Services (DPHHS), through its State Procurement Services Division, is issuing this Request for Proposal (RFP) to expand the infrastructure required for community-based stabilization services across Montana. The primary goal is to strengthen local capacity for mental health and addiction stabilization, thereby reducing forensic mental health facility waitlist times. Eligible applicants are counties, municipalities, or multi-county entities within Montana. The RFP mandates thorough completion and submission of required documentation, including the business information form, scope of work, qualifications, and budget worksheet. Additional compliance requirements include possible contract exceptions, certification of nondiscrimination against firearms entities, disclosure and certification regarding artificial intelligence use, and redaction/trade secret affidavit for confidential claims. Proposals complying with Montana's Equal Pay for Women Executive Order will receive bonus points in scoring.
