Solicitation for Substance Use Prevention (RHTP)

Summary

The Idaho Department of Health and Welfare, through its Rural Health Transformation Program (RHTP) and with funding from the Centers for Medicare & Medicaid Services (CMS), invites eligible organizations to apply for subgrants supporting the implementation of evidence-based behavioral health and substance misuse prevention programs focused on parent, family, and home-visit interventions in previously unserved rural communities across Idaho. Successful projects will align with the RHTP strategic plan, strengthen family-focused prevention capacity, expand access for youth, adults, and families in rural counties, and build local rural prevention infrastructure. Recipients must address all solicitation objectives, support federal compliance requirements (2 CFR Part 200), and participate in mandatory training and evaluation. Up to four awards are anticipated, with subgrant funding ranging from $100,000 to $400,000.

Eligibility

Eligible applicants are organizations serving rural Idaho communities, including healthcare facilities, non-profit organizations, schools and school districts, tribal entities, and other qualified community-based organizations able to implement evidence-based prevention programs and comply with federal requirements (2 CFR Part 200).

Requirements Checklist

• Applicants must propose evidence-based substance misuse prevention strategies targeting rural youth, families, or parents; demonstrate organizational capacity and compliance with 2 CFR Part 200 (Uniform Guidance); limit administrative and indirect costs to a maximum of 10% of the total approved budget (on an MTDC base); submit a detailed line-item budget and budget narrative; and participate in all required program trainings and evaluation activities during the grant period.
