The New Mexico Health Care Authority (HCA) issues this Request for Proposals (RFP# 27-630-1000-0004) to solicit competitive, sealed proposals from qualified Offerors to implement Rural Health Innovation Fund (RHIF) projects supporting New Mexico's Rural Health Transformation (RHT) Program. RHIF supports practical, ambitious, and sustainable health care transformation efforts directly benefiting rural, frontier, or Tribal communities in New Mexico. Eligible Offerors are health care providers, Tribal entities, local public health entities, community-based organizations, local governments, academic institutions, regional partnerships, vendors, technology partners, equipment suppliers, and others with a direct role in implementing the proposed projects and a clear connection to New Mexico’s rural, frontier, or Tribal communities. Approximately $47,048,080.97 is anticipated for RHIF projects in this cycle, subject to federal approval and availability of funds. Eligible projects may include investments in technology, new or expanded service lines, high-cost equipment, regional partnership models, shared service approaches, care coordination infrastructure, and other implementation-focused strategies that improve access, capacity, quality, sustainability, or outcomes. All funded activities require State oversight, reporting, fiscal accountability, and compliance with applicable federal and State requirements.
Eligible applicants include health care providers, Tribal entities, local public health entities, community-based organizations, local governments, academic institutions, regional partnerships, vendors, technology partners, equipment suppliers, and other organizations or entities that can demonstrate a direct role in implementing the proposed project and a clear connection to New Mexico’s rural, frontier, or Tribal communities. Applicants must serve or represent rural, frontier, or Tribal communities in New Mexico.
