New Mexico HCA is seeking one qualified prime contractor to administer the Rural Health Data Hub initiative under the Rural Health Transformation Program. The administrator will coordinate stakeholder engagement, develop the RH Data Hub Strategy and Implementation Plan, administer HCA-approved provider HIE/data-readiness funding and subrecipient processes, and support monitoring, reporting, and implementation coordination. The administrator will not build, host, or operate the technology solution.
One lead Offeror may submit a complete proposal for the full Administrator scope. Eligible legal forms identified in the RFP include for-profit organizations, nonprofit organizations, academic or public institutions, Tribal governments, and state or local government entities, subject to the RFP's qualifications, certifications, New Mexico registration, financial-stability, reference, and conflict-of-interest requirements. Subcontractors or partners may be proposed with HCA approval, but the prime remains responsible for the full contract.
