OSDE PRIMS Project 695: Promoting School Health Services Through Medicaid Billing

Summary

Personnel Recruitment for Implementing Medicaid Services (PRIMS) Project 695, issued by the Oklahoma State Department of Education, School Health Services program. This initiative supports rural Oklahoma PK-12 school districts (all except Oklahoma and Tulsa counties) by funding the recruitment and hiring of new credentialed health/mental health staff able to deliver and bill Medicaid-reimbursable services. Eligible positions include school nurses, licensed counselors, speech-language pathologists, physical therapists, and occupational therapists. The grant covers up to 90% of new hire salary/benefits, contingent on Medicaid-billing eligibility, and allows purchase of supplies to set up health offices for the new personnel; funds are not allowed for existing staff. Supported districts receive at-no-cost access to EdPlan Health, a statewide electronic health record system, as well as training and technical assistance. Districts are responsible for ensuring implementation, documentation, and compliance. All funded districts are automatically renewed for the next fiscal year, with renewal priority for those with active, credentialed personnel. Applications must be submitted via the Oklahoma Grants Management System (GMS), under Competitive, between July 9 and September 11, 2026.

Eligibility

Eligible applicants are Oklahoma public PK-12 school districts located in any county except Oklahoma and Tulsa counties. Districts must seek to hire new licensed or credentialed personnel (such as school nurses, licensed counselors, speech-language pathologists, occupational therapists, or physical therapists) able to provide and bill Medicaid-covered services in the school setting. Funds are not available for existing staff.
