North Dakota Health and Human Services, through the Rural Health Transformation Program (RHTP), is offering a competitive funding opportunity named 'Self-Serve Dispensing Kiosks in Pharmacies' (Solicitation 210-441). This grant, funded via Public Law 119-21 and administered with federal CMS approval, aims to improve access to medication dispensing, support medication adherence, and reduce transportation barriers for rural and tribal North Dakotans, with a particular emphasis on Medicaid members. Eligible projects will establish self-serve prescription pickup kiosks in rural and tribal community pharmacies or pharmacies located in rural critical access hospitals. Funds may support technical assistance, equipment, and remodeling. Priority is given to projects offering expanded-hours access (preferably 24/7), interoperability with prescription databases, and demonstrated enhancement of rural/tribal medication access in previously underserved areas. Awarded projects must secure North Dakota Board of Pharmacy written approval prior to fund release. Approximately $600,000 is available in total; additional awards may be made depending on applications and available funding. The operating period begins upon agreement execution and must conclude by September 30, 2027. Only one application per organization is allowed; funds must be expended by the period end date. Applications must include narrative responses and a completed Itemized Subrecipient Budget Template uploaded via Qualtrics. Monthly reporting and ongoing performance tracking per RHTP requirements are mandatory. Applications are due July 30, 2026, 5:00 p.m. CT.
Eligible applicants are retail pharmacies serving rural populations or pharmacies located in rural critical access hospitals in North Dakota. Projects must serve rural or tribal North Dakota residents and Medicaid members. Entities within, and the cities of Grand Forks, Fargo, West Fargo, and Bismarck are excluded as urban and do not qualify.
