North Dakota RHTP: Non-Emergency Medical Transportation Acquisition

Summary

Competitive RHTP funding for existing community-based healthcare organizations to purchase new accessible vans or transportation vehicles for NEMT within or from rural areas to care delivery. Eligible vehicles include small or large chassis vans with wheelchair lifts, passenger seating, and vehicle tracking hardware. Applicants must propose acquisition of new vehicles to expand transportation access for rural and rural tribal Medicaid-enrolled populations; replacing or upgrading existing vehicles is unallowable. Funded projects are expected to support Initiative 3 of North Dakota’s RHTP: improving access to care by reducing avoidable emergency department visits, enhancing care coordination, and improving timeliness of specialist appointments for Medicaid beneficiaries in rural areas. Awards are anticipated to be collaborative in design but financially independent, requiring robust reporting by individual applicants.

Eligibility

Eligible applicants are existing rural community-based healthcare organizations that are currently enrolled Medicaid providers in good standing. These include rural hospitals, clinics, federally qualified health centers, non-federally operated Indian Health Services facilities, and tribally run 638 health facilities. Applicants must serve rural North Dakota residents, including rural tribal populations. Entities located within or serving the cities of Grand Forks, Fargo, West Fargo, and Bismarck are considered urban and are not eligible.
