the Rural Health Transformation Program (RHTP), specifically supporting LINCS Initiative 7.1 and 7A-7B. The contract scope includes conducting a comprehensive healthcare interoperability needs assessment of rural and frontier providers; diagnosing technical, workflow, and data quality gaps; managing non-competitive sub-grant funding; and delivering technical assistance and electronic health record (EHR) optimization training. Additional deliverables include onboarding rural providers to recognized health data exchange networks using HL7® FHIR® APIs and tracking point-of-care clinical metrics to improve rural care coordination. UHIN is Utah’s statutorily designated Health Information Exchange (HIE) and exclusive owner of the infrastructure and legal framework necessary to immediately execute this project’s requirements.
This is a sole source procurement naming Utah Health Information Network (UHIN) as the intended vendor. Other qualified and interested vendors may submit a contest during the public notice period via the U3P (Utah Public Procurement Place) portal. Participating vendors must certify they are not engaged in economic or Israel-related boycotts per Utah Code 63G-27.
