Requirements Checklist

• The selected consultant will: (1) design program reporting frameworks and statewide data architecture; (2) build subrecipient reporting capacity and provide direct technical assistance; (3) develop and configure dashboards compatible with Power BI, Blackbaud platforms, and Monday.com; (4) support GO-NORTH and CMS-required analytics and reporting; (5) coordinate with FHC, GO-NORTH leadership, and the program evaluator (NORC); (6) establish and maintain data governance and privacy compliance (including 2 CFR Part 200); and (7) recommend technology tools and maintain cost-effective, compatible software ecosystems. Proposals must include: organizational qualifications (3 p. max), proposed approach (5 p. max), staffing plan (2 p. max), technology recommendations (2 p. max), timeline (1 p.), detailed itemized budget by category, and up to two relevant work samples. An itemized technology budget and multiyear cost projections are required. Subcontracting requires prior FHC approval.
