FHC Transformation Technical Assistance Center (T-TAC) RFQ

Summary

GO-NORTH implementation infrastructure: FHC seeks qualified respondents to establish a Transformation Technical Assistance Center (T-TAC) providing technical assistance to RHTP grantees from application through project completion. T-TAC delivers expert technical assistance and consulting support to New Hampshire rural health organizations as part of the GO-NORTH initiative, addressing eight Core Areas including population health, EMS transformation, health IT, cybersecurity, value-based care readiness, and rural hospital finance. Specialists provide needs assessments, direct consulting, peer group learning, and structured support—ensuring vendor-neutral, unbiased advice. Services are funded up to $4,000,000 for Budget Period 1 (BP1), with consultant selection via this RFQ for inclusion in a statewide roster. Awards are for BP1: contract execution through September 30, 2027. Selection does not guarantee minimum contract value or work volume; engagement occurs via individual task orders authorized by FHC or subrecipient.

Eligibility

Eligible applicants include New Hampshire-based nonprofit, for-profit, and community-based organizations. Nonprofits must be in good standing with the New Hampshire Secretary of State. Respondents must provide qualified technical-assistance or consulting professionals with at least five years’ direct experience in one or more T-TAC core areas and with rural health organizations or communities. Proposals must provide at least three professional references with full contact information.

Requirements Checklist

• Submit qualifications for one or more of eight T-TAC core areas aligned with GO-NORTH priorities. Proposals must address relevant experience, comparable rural technical-assistance engagements (with at least two examples per core area), work samples (up to two per core area), professional references (at least three with full contact info), staffing and rate schedules, a BP1 work plan and budget, and the ability to coordinate with other T-TAC consultants. Services must remain vendor-neutral, without recommending or facilitating procurement of specific commercial products unless a conflict management plan is pre-approved. Rate schedules should be within published benchmarks ($75–$250/hr by role). Subcontractors require prior FHC approval. Rostering does not guarantee minimum contract value; task orders initiated by FHC or subrecipient.
