The program aims to reduce avoidable ED utilization, improve rural care access, and strengthen EMS integration statewide. Funding is milestone-based with strict CMS/HHS compliance, Maintenance of Effort, and rigorous monthly/quarterly reporting requirements. Applications are accepted only from eligible EMS agencies serving Region 1.
Eligible applicants are state-licensed EMS agencies able to deliver community paramedicine services to all counties in WVOEMS Region 1 (McDowell, Mercer, Monroe, Raleigh, Summers, Wyoming), operating in compliance with OEMS-authorized protocols, quality, data, and reporting requirements. Agencies not serving all counties are encouraged to partner with other agencies to meet the coverage requirement. Applicants must demonstrate capacity for protocol-authorized on-scene care, regional integration, and adherence to State/CMS milestones.
