The program targets technology innovation to strengthen healthcare delivery, expand access, improve efficiency, and promote health outcomes in rural and underserved parts of the state, as outlined in official Tennessee Department of Health procurement and RFA amendment documentation. Funding may support technology procurement, adoption, integration, interoperability, and pilot testing or evaluation of emerging health technologies—including but not limited to health information exchange integration, population health management, electronic records modernization, data analytics, cybersecurity, and workforce tools. Replacement of existing HITECH-certified EMRs is capped at 5% of total RHTP funding for the state; upgrades and first-time EMRs are not capped. No cost sharing or match is required, and a 10% indirect/administrative cost cap applies. Eligible activities must occur within Tennessee’s 89 rural counties and may span up to 50 months through October 2030. Entities registered with the Secretary of State of Tennessee are eligible, including rural hospitals, Critical Access Hospitals, Federally Qualified Health Centers (FQHCs and FQHC Look-Alikes), nonprofit and community-based organizations, health systems, and for-profit entities. Applicants must provide services in one or more of the 89 designated rural counties in Tennessee. Applicants may be headquartered outside these counties, but all eligible activities and services must be provided in the rural counties. Service provision is strictly limited to these 89 counties; Shelby, Madison, Davidson, Hamilton, Knox, and Sullivan Counties are excluded.
