Funded through Rhode Island's Rural Health Transformation Program (RHTP Initiative 6, Behavioral Health Services). EOHHS and BHDDH sought proposals from qualified behavioral health organizations to develop and operate a Behavioral Health Stabilization Unit (BHSU) in Washington County (South County): a short-term residential crisis stabilization program for adults in a psychiatric or substance use crisis, licensed by BHDDH under 212-RICR-10-05 section 1.6.12. The solicitation also sought proposals to establish and operate a Behavioral Health Crisis Center (BHCC), an open-access, center-based alternative to the emergency department, in South County. Grant funds cover allowable startup costs, operating costs not reimbursable through the Medicaid BHSU rate, and a per diem ($548.13 per bed-day) for uninsured or underinsured individuals; once licensed and enrolled in Medicaid, clinical services are reimbursed at the Medicaid rate.
