The program supports establishing or expanding MIH/CP programs with an emphasis on behavioral health crisis response, SUD/MOUD treatment access, and reducing emergency department utilization for mental health and substance use crises. Fundable activities in Year 1 include personnel, equipment, program infrastructure, expanded treatment access, behavioral health crisis response, care coordination, and workforce training. Total pool: $10,000,000; estimated 50–100 awards of $75,000–$200,000 (Year 1). Continuation funding in Years 2–5 is contingent on performance.
Licensed North Carolina EMS agencies that provide primary 911 response in rural or rural-adjacent communities as defined by the NC Rural Health Center: (1) Counties with population density ≤250 people/sq. mile (rural), or (2) counties with population density 251–750 people/sq. mile (rural-adjacent) and limited access to behavioral health/SUD services.
