This Announcement for Funding Availability (AFA) under the West Virginia Rural Health Transformation Program (RHTP), Mountain State Care Force, provides up to $5 million for Year 1 (ending July 31, 2027) to expand rural graduate medical education and health workforce development in West Virginia. The AFA prioritizes expanding faculty capacity and increasing rural residency and fellowship slots in medicine, pharmacy, nursing, and physician assistant disciplines—specifically targeting Health Professional Shortage Area (HPSA) and high-need counties. Eligible uses include co-funding up to 15 rural healthcare faculty positions, supporting 9 new rural residency slots, increasing rural health training positions, and supporting long-term rural workforce pipeline development. All applications must be submitted via the WV OASIS Vendor Self Service (VSS) portal. No funds may be expended prior to a fully executed grant agreement. Grantees must submit a revised line-item budget and narrative by the second Monday following award notification and monthly financial reports by the 15th of each month, and comply with all federal/state reporting, administrative, and cost requirements.
Eligible applicants are accredited academic institutions, regional colleges, technical programs, and other qualified organizations with demonstrated capacity to expand rural graduate medical education and health workforce development. Priority is given to applicants serving Health Professional Shortage Areas (HPSAs) and high-need rural counties, as specified in the AFA guidance.
