MSCF AFA - Rural Graduate Medical Education & Training Capacity

Summary

The program prioritizes growing faculty and adding rural residency and fellowship slots in critical health professions, including medicine, pharmacy, nursing, and physician assistant programs, mainly targeting high-need and Health Professional Shortage Area counties. Eligible activities include co-funding up to 15 rural healthcare faculty positions, adding a target of 9 new rural residency slots, increasing rural training positions, and supporting long-term workforce pipeline development. All applications must be submitted via the WV OASIS Vendor Self Service (VSS) portal, and grantees must adhere to strict reporting, administrative, and federal cost requirements. No funds may be expended until a fully executed grant agreement is in place.

Eligibility

Eligible applicants are accredited academic institutions, regional colleges, technical and training programs, and other qualified organizations with demonstrated capacity to expand rural graduate medical education and health workforce development. Priority is given to applicants serving Health Professional Shortage Areas (HPSAs) and high-need rural counties, as specified in the AFA guidance.

Requirements Checklist

• Applicants must submit a Detailed Line-Item Budget Worksheet, Budget Narrative, and Grantee Contact Information Form. Applications must be submitted using the WV OASIS Vendor Self Service (VSS) portal, referencing the proper solicitation and AFA number. No funds may be expended prior to a fully executed grant agreement. Grantees are required to complete all state and federal reporting, including a revised line-item budget and narrative due the second Monday following award notice, and monthly financial reports due by the 15th of each month in the designated state system.
