Missouri RHTP: Support EMS - Pillar 3: EMS Agency Consolidation

Summary

Missouri RHTP Support EMS Pillar 3: funding to support EMS agency consolidation and regional coordination, as part of Missouri's three-pillar Support EMS RHTP initiative (Pillar 1: Workforce, Pillar 2: MIH-CP System Expansion, Pillar 3: Agency Collaboration/Consolidation). Funding supports both planning (Phase 1) and implementation (Phase 2) of EMS collaboration and consolidation projects to enhance sustainability, governance, operational efficiency, and service delivery for rural and at-risk regions. Agencies may apply for Phase 1 only (assessment/readiness and planning/design), or for both Phase 1 and Phase 2 together (implementation/optimization). Priority is given to applications demonstrating urgent regional need, risk due to hospital closures, willingness to consolidate or regionally align, and alignment with ToRCH Hubs and MIH-CP expansion efforts. Selection is based on need, project design, readiness, sustainability, and cross-sector partnerships. Applications are reviewed monthly on a rolling basis, and initial awards fund up to 12 months; continuation funding is subject to availability, performance, and need.

Eligibility

Open to EMS agencies in Missouri, with priority for rural EMS agencies in high-risk or unstable regions, agencies impacted by hospital closures, and those willing to consolidate, share services, or align regionally. Eligible applications must outline proposed consolidation/collaboration, project scope, governance, financial plan, workforce integration, and alignment with relevant transformation initiatives. Regional proposals are favored. Applicants must be able to comply with all grant, legal, and regulatory requirements.
