Missouri RHTP: Support EMS - Pillar 1: Workforce Development & Sustainability

Summary

The program offers direct funding to accredited training entities to expand the EMT and Community Health Worker (CHW) education pipeline, as well as cost-based student scholarships for AEMT, Paramedic, and Community Paramedic training. Funding covers tuition, books, fees, and approved wraparound supports. Programs must demonstrate workforce outcomes through required reporting on course completion, certification, licensure, and job placement, and ensure rural service commitments for scholarship recipients. Annual participation is contingent on the availability of state appropriations and satisfactory performance.

Eligibility

Eligible applicants are accredited Missouri EMS and community health training entities, including CoAEMSP- or CAAHEP-accredited programs for AEMT, Paramedic, and Community Paramedic, and programs recognized by the Missouri Department of Health and Senior Services or Missouri Credentialing Board for CHW. Applicants must offer approved training for EMT, AEMT, Paramedic, Community Paramedic, or Community Health Worker in RHT-designated rural counties. Priority is given to training entities serving multi-county rural regions, aligned with rural EMS/MIH workforce needs, and without duplication by another rural provider. Urban entities may be eligible if serving rural satellites unmet by other rural programs.

Requirements Checklist

• Eligible workforce education programs may request up to $50,000 per course offered for EMT and/or CHW programs in Year 1, committing to enroll and graduate at least 15 students per semester. Student scholarships cover direct costs for AEMT ($2,500–$5,000/student), Paramedic ($12,000–$20,000/student), and Community Paramedic ($1,000–$2,000/student) programs, subject to program-specific caps. Recipients must sign a five-year rural service commitment. Awardees must submit semesterly reports including completion, certification, licensure, job placement rates, and financial summaries. Annual funding is contingent on appropriations and program performance. Scholarship funds are paid directly to the education program and must be invoiced promptly.
