the Rural Health Transformation Program (RHTP). The contractor will assess provider readiness, analyze Medicaid ACO and bundled payment models, integrate managed care components, evaluate fiscal impacts, conduct stakeholder engagement, and develop recommendations for value-based care transformation in Indiana's rural communities. The contract is fully funded by CMS/HHS as part of a $206,927,896.80 federal award supporting the RHTP. Minority, Women, and Veteran-Owned Business (MWBE/IVOSB) participation is strongly encouraged, with set goals of 8%, 11%, and 3% respectively. Proposals must be submitted through the Indiana Supplier Portal. A pre-proposal conference will be available in person and virtually. Evaluation is based on technical proposal, qualifications, cost, MWBE/IVOSB commitments, and compliance. IV&V may be applied to all deliverables. See Attachments F, L, D, A, A1, and Addendum #1 for official requirements.
Eligible applicants must demonstrate substantial experience in statewide or multi-region health system feasibility and payment model analyses, including experience with Medicaid/Medicare ACOs and bundled payment mechanisms, rural healthcare operations, quantitative and qualitative research, and frameworks for value-based health transformation. Applicants must demonstrate expertise in Medicaid, Medicare, and multi-payer financial modeling. Applicants seeking to meet MWBE/IVOSB goals must be certified by the State of Indiana. Registration with IDOA as a bidder and with Indiana Secretary of State is required.
