the state during a budget period. Upgrades, enhancements, and modules to existing EMR/EHRs are allowable and not subject to the 5% cap. Equipment, software, interoperability, cybersecurity, provider and patient engagement technology, mobile or community-based innovations, and related training/support are eligible. No construction or capital expenditures that materially increase asset value or building life span are allowed; minor renovations or alterations may be allowed, capped at 20% statewide of total RHT funding, and require prior approval. There are no minimum or maximum award amounts set for individual projects, but awards are capped by the available total program funding of $33,000,000 for the one-year period (2026-09-01 to 2027-08-31). Indirect and administrative costs combined are capped at 10%. Both for-profit and nonprofit entities may apply; all applicants must be registered with the TN Secretary of State unless excepted. Activities must benefit rural counties as defined by TDH. Applicants headquartered outside rural counties may apply but all funded activities must serve eligible areas. Quarterly and annual reporting, as well as eligibility and audit compliance, are required. All federal and state procurement and cost principles apply.
Eligible applicants include rural hospitals, health systems, FQHCs, rural health clinics, behavioral health providers, community-based and non-profit organizations, educational institutions, Tennessee state agencies, Tennessee local governmental entities, and for-profit technology or service vendors registered with the Tennessee Secretary of State (unless excepted under T.C.A. § 48-101-502). Entities must serve one or more of Tennessee’s 89 designated rural counties (all except Shelby, Madison, Davidson, Hamilton, Knox, and Sullivan). Applicants must use the HRSA Rural Health Grants Eligibility Analyzer to verify service area eligibility. Subrecipients and contractors must comply with all relevant federal and state procurement standards. Both nonprofit and for-profit leads are eligible.
