Solicits bids for the embedding of Substance Use Disorder (SUD) Support Service Positions within hospital emergency departments to deliver patient-centered support, facilitate medication-assisted treatment for opioid use disorder (MOUD), and improve linkages to ongoing care. Hospitals must partner with a local behavioral health agency to embed qualified staff in their emergency departments, utilizing evidence-based practices such as peer support, MOUD facilitation, shared decision making, staff education, and care coordination. The embedded role aims to enhance quality of care for individuals with opioid and other substance use disorders through real-time intervention, team collaboration, and follow-up services after discharge, aligning with ESSB 5998 Section 214(73) and leveraging resources like ScalaNW. Contracts will be awarded for up to $75,000 each, with total program funding capped at $225,000, and will prioritize Washington Small Businesses and Certified Veteran-Owned Businesses for selection. Multiple awards are possible for eligible acute care hospitals statewide.
Applicants must be licensed to do business in Washington State (or commit to becoming licensed within 30 days of selection), be a licensed acute care hospital with emergency services, and maintain a relationship with a local agency willing to embed a SUD Support Position in the Emergency Department for a minimum of four hours per week, documented in writing and submitted to HCA.
