The Washington State Health Care Authority (HCA) solicits applications for the Rural Health Transformation Program (RHTP) – Provider Technology Fund (RFA #2026HCA12). This fund supports technology adoption, telehealth expansion, data infrastructure improvements, and operational modernization for rural health care providers serving Washington's rural communities. The program aims to drive long-term system transformation, strengthen rural health access, improve care coordination, and foster sustainability and equity in rural health systems. Funding of up to $11.5 million is available per budget/performance period, with individual awards ranging from $200,000 to $500,000 per applicant, per period. Applications outside this range are non-responsive. Organizations may apply for up to $500,000 in each eligible period (Budget Period 1 and Budget Period 2, pending CMS approval), for a combined potential total of $1,000,000. Awarded funds can be used for up-front costs for purchasing/licensing new technology tools, securing technical assistance, facilitating regional coordination, and covering eligible personnel, administrative, implementation, and training expenses as specified in Exhibit D. Subcontractors may be used for service delivery; subawards/subrecipients are not allowed. The contract term spans from date of execution (anticipated September–October 2026, but no later than October 30, 2026) through September 30, 2031, with funding obligated through discrete Work Orders per Budget/Performance Period. All expenditures must comply with federal regulations, including OMB CFDA RHTCMS332044 and 2 CFR Part 200. Detailed eligibility and requirements are provided in the RFA Notice and amendments.
Applicants must meet all the following: (A) Be licensed to do business in Washington or provide a commitment to obtain licensure within thirty (30) days of selection; (B) Have a physical location in Washington or provide direct health care services or programs in Washington; (C) Be a Provider or an entity that employs Providers directly within their organization who delivers direct health care to Washington rural health clients. Eligible organizations include rural health clinics; federally qualified health clinics; hospitals and hospital systems; behavioral health clinics; dental providers; emergency medical services (EMS) organizations; nonprofit and private health care organizations; federally recognized Tribes; social service and community-based organizations; professional associations and nonprofit advocacy groups; coordinated care organizations (CCOs); educational service districts; and school districts; (D) Confirm that no provider benefiting from RHT funds has been barred by CMS from treating Medicaid or Medicare patients.
