The Washington State Health Care Authority (HCA) is seeking applications for the Rural Health Transformation Program – Provider Technology Fund (RFA #2026HCA12). This fund supports technology adoption, telehealth expansion, data infrastructure improvements, and operational modernization in rural healthcare settings in Washington. Up to $11.5 million per budget/performance period will be awarded, with individual awards ranging from $200,000 to $500,000 per organization. Eligible applicants include rural health clinics, federally qualified health clinics, hospitals and hospital systems, behavioral health clinics, dental providers, EMS organizations, nonprofit and private health care organizations, Tribes, social service and community-based organizations, professional associations and nonprofit advocacy groups, coordinated care organizations, and educational or school districts. Projects must directly support rural providers and clients, improve operational efficiencies, enable remote services (such as telehealth and remote patient monitoring), and strengthen population health analytics. Funds may be used for purchasing or licensing technology, technical assistance, and regional coordination. All contracts are subject to federal CMS regulations and state requirements. Applicants must: (1) be licensed to do business in Washington or commit to licensure within 30 days of selection; (2) have a physical location in Washington or provide direct health care services/programs in Washington; (3) be providers, or entities including providers, who work with Washington rural health clients and delivery of care services such as clinics, hospitals, nonprofit/private organizations, Tribes, social service agencies, professional associations, coordinated care organizations, and schools; (4) confirm that no provider benefiting from RHT funding is barred by CMS from treating Medicaid or Medicare patients.
