The Washington State Health Care Authority (HCA) seeks applications for a workforce incentive program supporting rural Opioid Treatment Programs (OTPs) — funding recruitment bonuses, relocation support, childcare stipends, and capacity payments tied to a 5-year service commitment. Budget Period 1: up to $6.2M total, awards $100,000-$500,000 per organization, performance period through September 30, 2027. Budget Period 2 (CMS-approval-dependent): another $6.2M anticipated, performance period through September 30, 2028.
Applicants must be a Behavioral Health Agency licensed by Washington State Department of Health and also licensed as a WA Opioid Treatment Program currently providing Opioid Use Disorder (OUD) services; must employ at least one licensed clinician (e.g., SUDP counselor, mental health professional, nurse, medical prescriber, or certified SUD peer); must accept Medicare and Medicaid patients; must serve rural clients in Washington; must be licensed to do business in WA or commit to licensure within 30 days of selection.
