The South Dakota Department of Health (SD DOH) requests proposals from qualified vendors to create the Rural Health Data Atlas: Data Visualization and Analysis Platform. The envisioned system will consolidate Medicaid, public health, and other sources of health data—including inputs from hospitals, Tribal Nations, community partners, and state agencies—within a secure, state-administered Microsoft Azure tenant. Requirements include advanced, interactive visualizations (tables, dashboards, maps), granular role-based access controls, and ADA/Section 508 compliant interfaces. The platform must enable secure, near real-time data updates and provide a centralized environment for exploring, analyzing, and reporting South Dakota health data. Authorized users, including hospitals, community coalitions, rural health clinics, Tribal partners, and researchers, will utilize the Atlas for data analysis, intervention planning, grant applications, and public health program management.
Eligible Applicants: Vendors must demonstrate successful implementations of secure, cloud-hosted data visualization platforms using Microsoft Azure, with experience in health data security (including HIPAA) and compliance. For-profit, non-profit, and consortium entities with relevant qualifications and staff expertise are eligible.
