Summary

the Rural EMS and Dispatch Modernization Grant Program, supporting projects that will modernize EMS and dispatch systems in rural Ohio. The program aims to improve emergency communications, dispatch operations, interoperability, EMS reporting, and implementation of innovative models such as community paramedicine and treat & defer. Eligible applicants include stand-alone EMS agencies, dual Fire/EMS agencies, and/or emergency dispatch centers or PSAPs serving designated rural areas (73 counties). Up to 100 subawards are anticipated from a pool of up to $12,000,000, supporting initiatives in Next Generation 911 (NG911), radio upgrades, community paramedicine, workforce training, enhanced EMS data collection, and strategies to reduce unnecessary transfers to emergency departments.

Eligibility

Eligible applicants are stand-alone EMS agencies, dual Fire/EMS agencies, and/or emergency dispatch centers or Public Safety Answering Points (PSAPs) that serve one or more of the 73 rural designated counties defined by the Rural Health Transformation Program (RHTP) in Ohio.

Requirements Checklist

• Applicants must submit both a technical proposal and a cost proposal (Appendix A), in separate electronic files. The technical proposal must include a narrative on organizational capacity, workplan, staffing plan, financial documentation, and three references. Proposals must demonstrate experience in similar projects, the ability for large-scale trainings, sustainability planning, and sound financial management. Each component must be separately labeled and submitted as described. Adherence to all RFP requirements is mandatory for consideration.
