Nevada Workforce Recruitment & Rural Access Program (WRRAP) Provider Apprenticeship and Training Program

Eligibility

Eligible applicants include rural hospitals, critical access hospitals, Tribal Health Clinics, and other organizations serving rural or underserved Nevada communities. Non-rural and out-of-state entities must demonstrate direct impact for rural Nevada and provide letters of support from local or tribal health officials or rural providers. To be detailed in the forthcoming RFA. Eligible applicants are universities, community colleges, rural hospitals, certified community behavioral health centers, federally-qualified health centers, tribal health clinics, primary care providers (including dentists), behavioral health providers, emergency medical services, paraprofessionals, school health services programs, school-based health centers, other health clinics, and other healthcare providers operating in Nevada’s rural counties, and organizations operating training programs or formalized partnerships with rural providers. Non-profit, governmental, and for-profit health care organizations, and some non-rural or out-of-state entities partnering to serve rural Nevada are also eligible. Organizations including universities, community colleges, rural hospitals, FQHCs, behavioral health providers, EMS, paraprofessionals, school health programs, tribal health clinics, and other healthcare providers in rural Nevada. Non-profit, governmental, and for-profit organizations are eligible. Out-of-state and non-rural entities require strong rural partnerships. Applicants must be health providers serving rural Nevadans or organizations partnered with such providers. If receiving over $1,000,000 in annual federal funding, last Single Audit is required.

Requirements Checklist

• Project Narrative (maximum 20 pages, double-spaced, Times New Roman 12-point font, 1-inch margins)
• Needs Assessment with labor data and gap analysis
• Work Plan and Impact Analysis with SMART goals and detailed activities
• Quarterly and final progress reports on specified metrics
• Data collection, evaluation measures, and sustainability plan
• Letters of Commitment from partners (signed, on letterhead)
• Completion of Work Plan template with minimum three goals and two objectives each
• Submit all required application documents by May 15, 2026, 11:59pm PT
• Complete Coversheet (Attachment A)
• Budget Narrative (Attachment B)
• Budget Plan (Attachment C)
• Project Narrative Guidance, including Work Plan Template (Attachments D and E)
• Letters of Commitment (as applicable)
• Register as a State of Nevada vendor prior to award
• Adhere to allowable use of funds, administrative caps, and reporting requirements
• Provide detailed budget and work plan aligned with proposed tier and activities
• Commit to a 5-year rural service requirement
• Full application using required templates
• Evidence of partnership (for some applicants)
• Project plan, itemized budget, work plan, vendor registration
• Administrative costs ≤10%, no indirect costs
• Monthly, quarterly, and annual reporting
• Submit completed application
• Identify funding track
• Provide organization details
• Describe health outcomes and service regions
• Attach Single Audit if applicable
• Certify non-duplication of funding
