Maine DHHS, in partnership with the Office of Affordable Health Care, announced $30 million in RHTP funding to strengthen the long-term financial health and sustainability of rural hospitals. This is NOT a competitive application — DHHS identified and invited 11 specific rural hospitals based on an analysis of hospital financial data from the Maine Health Data Organization. Invited hospitals receive individualized technical assistance from industry experts on financial efficiency and sustainability, then use that assistance to develop individualized sustainability plans identifying priority projects. Funding runs in two phases: Phase 1 (~$3M) supports hospital staff participation in technical assistance and development of sustainability plans, due January 2027 (unused Phase 1 funds roll into Phase 2). Phase 2 (~$27M) funds approved hospital-identified efficiency projects, evaluated on quality, anticipated impact, and compliance with federal/state requirements, implemented by August 2027. Program runs September 2026 through August 2027.
Eligibility is limited to 11 rural hospitals explicitly invited by Maine DHHS based on financial analysis by Maine Health Data Organization. No other entities are eligible; participation is invitation-only and non-competitive.

Direct coordination with Maine DHHS; participating hospitals will receive guidance and instructions from DHHS on submission of sustainability plans and project proposals.
