Summary

the state's RHTP EMS vendor, deployment strategy development, launch and implementation support with OSDH, and payment-model work (service definitions, rate development, provider fund design, pathway to billability, and State Plan Amendment support with OHCA). Optional Phase II deliverables may include cross-program coordination, additional baseline assessments (e.g., for telestroke, maternal-fetal medicine, behavioral health integration), and stakeholder engagement activities. The procurement will utilize federal funds, and compliance with state procurement policies is required. Strict requirements are set for bidder eligibility, including federal registration and Oklahoma Supplier Portal submission.

Eligibility

Mandatory specifications (Attachment A, section 4): active UEI and SAM.gov registration, not suspended or debarred from federally funded programs; ability to execute Community Paramedicine deployment and serve all Oklahoma communities with fewer than 55,000 residents outside Oklahoma and Tulsa Counties; at least one year of Community Paramedicine / Mobile Integrated Healthcare strategy experience; ability to meet the Exhibit 2 Technical Response requirements and Exhibit 5 Expected Deliverables; audited financial statements, tax documentation, or other financial information. Third-party vendor involvement is not permissible. Certificate of Insurance and Oklahoma Secretary of State registration required prior to contract award.

Requirements Checklist

• Bidder must certify at least one year of relevant Community Paramedicine or Mobile Integrated Healthcare strategy experience, confirm ability to serve eligible Oklahoma rural communities, submit evidence of insurance and financial responsibility, and provide responses to all sections of the Technical Proposal (Exhibit 2). Responses must address baseline assessments, EMS vendor support, deployment strategy, payment model, provider fund design, pathway to billability, and State Plan Amendment support, as defined in Exhibit 5 Expected Deliverables. Mandatory forms include OMES Form CP076 and CP004. Oklahoma Secretary of State registration is required before contract award or exemption justification must be provided; certificate of Workers’ Compensation Insurance or qualifying exemption documentation must be included.
