Eligibility

Eligible applicants are organizations with demonstrated expertise in rural health, health services research, hospital finance/cost accounting, and multi-state policy research. Applicants must show at least 5 years of relevant experience and the capacity to analyze maternal-care delivery units across Minnesota. Priority given to organizations with stakeholder facilitation experience and capabilities in quantitative and qualitative financial modeling. Respondents must comply with federal anti-discrimination and CMS/HHS subrecipient requirements. Diverse, Minnesota-based small businesses owned by minorities, women, veterans, and those with substantial physical disabilities are especially encouraged to apply.

Requirements Checklist

• Proposals must provide a project plan addressing methodology for data collection and analysis across the rural maternity care continuum (preconception, pregnancy, childbirth, postpartum); documentation of at least 5 years' experience in rural health research and hospital finance; description of past projects and references; demonstrate compliance with federal award requirements (CMS/HHS); address all deliverables outlined in the RFP, including stakeholder engagement and quarterly reporting. Required attachments: organizational qualifications, project plan and timeline, budget proposal (Attachment C), past project samples (Attachment E), resume/CV of key personnel, responder declarations (Attachment A), certification of compliance, and Federal Award Compliance Requirements documentation (Attachment F). Respondents must use plain language and accessible document formats per Minnesota standards.
