Alabama RHTP Simulation Training Initiative

Summary

Supports the development, expansion, and implementation of specialty-based simulation workforce training programs designed to improve healthcare provider skills and readiness in rural Alabama. The initiative funds structured programs incorporating simulation equipment, instructional materials, and coordinated training activities, enabling trainees to experience critical, high-risk, and rare medical scenarios in a safe environment. Funding may be used for curriculum development, training delivery, simulation equipment and materials, and program coordination to ensure that rural healthcare providers and trainees have access to effective, practical training environments aligned with rural healthcare needs. The goal is to strengthen provider capacity, improve access to high-quality hands-on training, and enhance care quality and preparedness in rural Alabama healthcare facilities. Projects must align with the Simulation Training Initiative’s scope and clearly demonstrate how the project advances specialty-based simulation training capacity, provider readiness, and healthcare delivery improvement in rural communities.

Eligibility

Eligible applicants include hospitals, health systems, rural hospitals, rural health clinics, federally qualified health centers, educational institutions, and other qualified healthcare training providers capable of carrying out Simulation Training Initiative activities and complying with all applicable award requirements. Applicants must have a valid Unique Entity Identifier (UEI) and maintain an active SAM.gov registration throughout the award period. Applicants are not required to be physically located in a rural area, but all projects must clearly benefit rural Alabama providers, trainees, or facilities. Multiple applications are permitted for distinctly separate projects, each required to independently satisfy eligibility, scope, budget, and documentation requirements.

Requirements Checklist

• Applications must be submitted through the ARHTP portal and include all required documentation, certifications, and supporting materials. Allowable costs are limited to those directly related to simulation training program development, delivery, equipment, and other direct project costs. Administrative and indirect costs are not allowable. All expenses must comply with Title 2 CFR Part 200, CMS RHT Program requirements, and the terms of Cooperative Agreement RHTCMS332060. Awardees are subject to regular reporting, financial and programmatic monitoring, and must comply with all federal and state laws, regulations, and audit requirements. Funds are disbursed on a modified reimbursement basis, with monthly Requests for Reimbursement requiring appropriate supporting documentation.

• Current Certificate of Existence from Alabama Secretary of State (within 30 days of application)

• Alabama Vendor Disclosure Statement
• Policies/procedures: conflict of interest, financial management, internal controls, procurement, standards of conduct
• Financial statements for the last three fiscal years (audited if available, or most recent internally prepared)
• Single Audit or program-specific audit reports for the last three years
• Any audit findings, questioned costs, management letters, or corrective action plans related to submitted audits
• Project plan (ADECA template)
• Completed grant budget workbook and budget narrative (ADECA template, including supplemental schedules as needed)
• Documentation for any matching funds/in-kind contributions (if identified in application)
• Any required participation agreements, partner commitments, or supporting materials specific to the project
