I’m feeling both encouraged and cautious.
🌱 Encouraged because the scale of RHTP is historic, and it is creating real opportunities for rural providers, communities, vendors, and implementation partners.
⚠️ Cautious because every state is deploying differently — and that makes the landscape difficult to navigate.
Some states are moving through open RFAs.
Some are routing funds through associations.
Some are using hub models.
Some are issuing direct provider payments.
Others are keeping more control inside state agencies.
That variation is fascinating, but it also creates confusion — especially with obligation deadlines moving quickly.
The real test will be whether these dollars turn into durable rural capacity:
✅ workforce
✅ care coordination
✅ digital infrastructure
✅ sustainable operating models
✅ better access for rural communities
