On October 8, 2026 CMS released its Year 1 RHTP Annual Report, including a state-by-state obligated-funds snapshot through July 31, 2026. We cross-referenced every figure against RCJ's own independently tracked Budget Period 1 award data, then looked at what the snapshot's cutoff date misses.

States have obligated 40.0% of their combined Budget Period 1 award as of CMS's July 31, 2026 cutoff — RCJ's own tracked award figures independently match CMS's for 49 of 50 states, within 1%.

Georgia, Hawaiʻi and New Hampshire report 100% obligated; New York and West Virginia report 0%. The national rate is a weighted average, not a per-state midpoint.

What CMS's snapshot misses

West Virginia: $0 obligated per CMS, $11.4M already tracked by RCJ

CMS's cutoff is July 31, 2026. RCJ's own tracking runs continuously, and already holds 22 named West Virginia awards dated between Sep 4 and Oct 1 — all after CMS's reporting window closed. This isn't a data-quality problem in CMS's report; it's the normal lag of a static quarterly snapshot against a continuously updated tracker. CMS refreshes this report quarterly; the next update (following the Nov 30, 2026 Quarterly Report) should show West Virginia's real number.

Two different kinds of "low obligation"

Reporting lag isn't the whole story

Nevada, Idaho and New Mexico also report under 2% obligated, and RCJ's tracker shows dozens of competitive grant rounds that already closed in each of those states — real pipeline activity CMS's number doesn't yet reflect either. But unlike West Virginia, RCJ has found no confirmed, dated award announcements for any of the three yet: their competitions closed, but no outcome has surfaced publicly. New York is the clean counter-example — both CMS and RCJ show thin activity, which is the one case here where the low obligation rate looks like a genuine pace issue rather than a reporting-lag artifact.
