RHTP has moved from a federal allocation exercise into a distributed implementation market. The corrected RCJ inventory contains 1,538 selected, non-duplicate award rows totaling approximately $3.587 billion — direct recipient awards, state-administered program allocations, multi-recipient pools, implementation contracts, and occasional aggregate summaries.

The full report separates what's confirmed from what's still being reconciled: a state-by-state reconciliation analysis flags where recorded award totals run ahead of (or behind) each state's actual federal allocation — the clearest early signal of aggregate/itemized double-counting anywhere in the national dataset — plus a full funding-theme breakdown, five in-depth state profiles with named Year 2 recommendations, and a complete data-quality and reporting-controls framework.
