Bottom line: Maryland is currently buying two kinds of infrastructure: the data layer needed to understand and manage its workforce, and the connectivity layer needed to make rural care interoperable. This is a narrower and more operational opportunity set than a general-purpose grant round.

The official Maryland funding page identifies the Workforce Data Clearinghouse RFA as open through August 19 and the Rural Health Connectivity Program as first-come, first-served subject to available funds. The two workforce opportunities that closed August 9 are excluded from this report.

A one-award planning and requirements engagement for a statewide workforce data clearinghouse. Offsets connectivity costs for rural providers and expands use of CRISP. Maryland's RHTP materials connect this initiative to broader HIE expansion, clinical-workflow improvement, closed-loop referrals, community-based organization billing, and telehealth infrastructure.

What Maryland is trying to build

Maryland received approximately $168 million in CMS Rural Health Transformation funding for 18 state-designated rural jurisdictions. MDH describes the plan through three connected pillars: transform the rural health workforce; promote sustainable access and innovative care; and empower rural Marylanders to eat for health.

The current open set sits at the intersection of the first two pillars. The Clearinghouse is the intelligence and accountability layer: it is meant to make workforce supply, churn, underserved-area needs, and service commitments visible enough to guide future investment. CRISP connectivity is the transaction and coordination layer: it helps rural providers share information, connect referral loops, and participate in technology-enabled care.

Together, they point to a state strategy that treats rural transformation as operating infrastructure, not a collection of isolated projects. Maryland's immediate-impact agenda names primary care, HIE connectivity, telehealth, mobile health, workforce data, and local capacity as mutually reinforcing components. The strongest applications and vendor partnerships will therefore show how a proposed capability improves access, produces usable data, and remains sustainable after the initial award period.
