Maine is moving rapidly from RHTP planning into implementation. Rather than one broad grant competition, the state has opened seven focused tracks — each for a specific population, care setting, or technology model — through a single web-first application portal operated by MCD Global Health for Maine DHHS.

The signal: several things together point to Maine operating in implementation mode, not early rollout — programs are narrowly defined, applicant types are clearly separated track by track, briefings are scheduled close to the application windows rather than months ahead, multiple tracks are opening in parallel rather than sequenced, program-specific portals are already live, and some provider-side service agreements are opening immediately after their matching site-level grants. It's reasonable to read this as a fast catch-up phase following a later public rollout — that's an interpretation, not an official statement.
