Bottom line: Arizona is deploying its RHTP award as a sequenced, numbered series of RFGAs rather than one omnibus grant — AHCCCS has issued at least seven public solicitations to date. Two earlier waves, the Telehealth Digital Transformation grant and the Medical Diagnostic Equipment & EHR grant, closed August 14–15 and are excluded from this report. If your project fits one of those two tracks, watch the AHCCCS RHTP hub for the next wave rather than assuming the door is shut for good.

Every dollar below traces back to one federal cooperative agreement (FAIN RHTCMS332059, $166,988,955.92, 100% CMS/HHS funded) running December 29, 2025 through October 30, 2030 — Budget Period 1 obligations are due October 30, 2026 regardless of which RFGA an applicant is pursuing.

What it is

Funds new care-delivery models, mobile and satellite services, and alternative payment initiatives to increase rural health access. The broadest of Arizona's three open RFGAs — behavioral health expansions, technical assistance, and shared services can all fit here if they don't match a narrower solicitation below.

What it is

Funds shared-service models among rural and Tribal providers — joint staffing, shared training, joint IT/data infrastructure, centralized billing/coding, co-located hubs, and regional networks. Three tiers scale funding to how many organizations are involved (2–3 orgs, 4–6 orgs, or 7+ orgs/regional hub).

Who should look

Small rural clinics, Tribal health programs and 638 facilities, community-based organizations, rural EMS/fire, school-based health centers, RHCs, FQHCs, small Critical Access Hospitals, county health departments, and rural provider consortiums.

A strong fit for a coalition of small rural providers looking to pool staffing, billing, or IT rather than each build it alone. Tribal partnerships are explicitly prioritized and earn scoring bonuses.

What it is

Consolidates three program areas under one RFGA: mobile/digital behavioral health and crisis-stabilization infrastructure; training, recruitment, and retention of behavioral health professionals; and community prevention programming for suicide, trauma, and substance use. Applicants can request funding under more than one program area, one tier per area.

Who should look

Behavioral health managed care plans, Tribal behavioral health authorities, rural public health agencies, rural CBOs, rural health clinics, behavioral health providers, CAHs, FQHCs, Tribal health facilities, and multi-stakeholder collaborative networks.

Fits organizations building rural behavioral-health capacity specifically — workforce shortage relief, mobile crisis response, or prevention programming. Held a pre-application conference Aug 7; request the notes from AHCCCS Procurement if you missed it.

Rules every Arizona RHTP grant shares

These caps and requirements repeat, word for word, across all three RFGAs above — learn them once:

Admin cost cap (direct + indirect) per award

Cap on EMR/EHR replacement, where applicable

  • • Your project must be new or expanded activity — funds can't replace, sustain, or duplicate something already running or already reimbursed by Medicaid/Medicare/another payer (“non-supplanting”).
  • • Services must be delivered in HRSA-designated rural or rural Tribal areas of Arizona — eligibility follows where you deliver care, not just where your organization is headquartered.
  • • All three submit through Arizona EUNA (formerly eCivis) — get portal access well before your deadline, not the day of.
  • • Every deadline is Arizona time, and late submissions are not accepted on any of these three.

A working application sequence

  1. Confirm eligibility against the RFGA's applicant list and Arizona's HRSA rural service area.
  2. Register in SAM.gov if you haven't — it can take days to process.
  3. Get Arizona EUNA (eCivis) portal access early.
  4. Attend the pre-application conference and submit questions by the deadline.
  5. Draft your narrative around the RFGA's review criteria, not just its eligibility rules.
  6. Assemble every required exhibit before portal day — letters of support take lead time.
  7. Submit ahead of the Arizona-time deadline; late submissions are never accepted.
