Texas Comprehensive Rehabilitation Services Mobile Stroke Unit (MSU) Grant (HHS0017579)

Summary

This program provides up to $1,750,000 in funding for licensed Texas hospitals and providers to deploy mobile stroke units (MSUs) statewide for rapid diagnosis and treatment of stroke and related neurological emergencies. Applicants must offer EMS-enabled pre-hospital care, including telemedicine capability, and comply with strict eligibility, reporting, and performance measures. Multiple awards may be made, with the goal of maximizing stroke survival and reducing long-term disability across Texas. The anticipated project period is April 2027 through August 31, 2027, with a possible one-year extension at HHSC discretion.

Eligibility

Applicants must be licensed hospitals in Texas with legal authority to apply, hold a current Texas hospital license (Texas Health and Safety Code Chapter 241), maintain required CMS-approved healthcare accreditation, possess stroke facility designation, and have a neurologist or chief medical officer licensed and board certified in Texas. Applicants must be in good standing, not debarred, not delinquent in taxes, and not have current contracts with HHSC for these services. See Section III of the RFA for complete requirements.

Requirements Checklist

• Applicants must operate licensed, accredited stroke facilities in Texas and submit all required RFA forms and attachments. The MSU must include a CT scanner, telemedicine, and personnel trained in stroke care. Programs must provide evidence-based primary and secondary services for acute stroke, collect and report quarterly and annual performance data, and fulfill all fiscal and regulatory obligations. The base project period is April 2027–August 31, 2027 (4 months), with possible extension for up to one year.
