The Oklahoma State Department of Health seeks applicants to expand access to and awareness of doula care in rural Oklahoma under RHTP. At least $2.5M available in Year 1 across 4 components: doula training/certification, a parent/provider awareness campaign, provider partnerships, and a peer support network — up to $1,000,000 per component. Reimbursement-based award; direct services must be delivered in eligible rural OK communities (population under 55,000), though out-of-state entities may apply.
Eligible applicants must demonstrate experience working with doulas, including training or awareness-building in rural communities. Applicants must deliver program services solely in eligible Oklahoma rural communities (population under 55,000, as listed in Attachment A). Preference is given to Oklahoma-based entities, but out-of-state entities may apply if they show evidence of successful programs, a clear rationale for operating in Oklahoma, and a commitment to support doula expansion beyond the five-year RHTP period. Applicants must maintain relevant licensure/certifications, have an active UEI and SAM.gov registration, an Oklahoma Supplier ID or be applying for one, not be suspended/debarred from federal funds, and have required types of insurance. Fiscal sponsors may apply as sole applicant with subcontracted partners.
