Nebraska RHTP Initiative 5.3: Modification of Existing Clinical Facilities for Mental Health Crisis

Summary

This opportunity provides up to $5,500,000 in federal RHTP funds to support equipment purchases and minor facility renovations aimed at expanding mental health crisis response, stabilization, and substance use withdrawal services in rural Nebraska hospitals and behavioral health facilities. Funding supports minor alterations and renovations to existing spaces, to increase capacity for crisis stabilization, withdrawal management, social detoxification, and crisis response—through equipment, ADA improvements, security and safety upgrades, EMR enhancements, and mobile crisis response vehicles. Only rural entities meeting specific eligibility criteria may apply.

Eligibility

Eligible applicants are rural hospitals, rural emergency hospitals, tribal health facilities, community health centers, Native American tribes, local governments, institutions of higher education, and nonprofit entities serving rural Nebraska. Applicants must provide behavioral health crisis services and have an existing building or be in need of equipment to support crisis stabilization, acute psychiatric, substance use withdrawal management, social detox, or crisis response services. For-profit organizations and individuals are not eligible. Entities must be located in Nebraska and serve rural areas.

Requirements Checklist

• Applications must include the signed cover sheet (Form 1), Subrecipient Pre-Award Questionnaire, Work Plan (Form 2), and a preliminary budget (Form 3). All documents must provide detailed descriptions, budgets, and compliance documentation as specified in the RFA. Expenses must comply with 2 CFR 200.1 and all applicable federal/state regulations. Single item equipment purchases over $10,000 may require prior authorization.
