Summary

the Rural Health Transformation Program (RHTP) to build comprehensive, accessible, 24/7 crisis services that reduce emergency department usage for mental health crises, strengthen rural health networks, upgrade technology and shared operations, and enhance the rural health workforce. Successful bidders will establish an alternative care setting for all ages and implement innovative, sustainable approaches to urgent care delivery.

Eligibility

Eligible applicants must be registered suppliers in Vermont’s VTBuys system, possess relevant experience designing and operating mental health urgent care or crisis services, and be able to recruit and staff a new clinic site serving all ages. Business registration with the Vermont Secretary of State, coverage for professional liability and SAAM insurance, and adherence to worker classification compliance (for contracts >$250,000) and climate change certification (for bids >$25,000) are required. Bidders must demonstrate affirmative steps for socioeconomic inclusion as per 2 CFR 200.321 when engaging subcontractors for ongoing program operations.

Requirements Checklist

• In addition to compliance with RFP section 2.3, bidders must develop and operate a dedicated mental health urgent care clinic in Rutland County (not simply provide services within an existing facility), including recruitment of staffing and providers. Services should be accessible 24/7 for all ages, including adolescents. Phased implementation is permitted; the two-year budget should reflect lower initial ramp-up costs and higher costs as full operations are reached. Monthly and quarterly program data reporting is required. Site plans need only assure reviewers of safety, functionality, and clinical appropriateness, not include floor plans. Bidders must submit a completed Certificate of Compliance, worker classification compliance (mandatory for bids >$250,000), and climate change certification (requested for bids >$25,000). Bidders must show proof of insurance coverage as specified. References must exclude Vermont state agencies. Renovation costs are eligible only as approved by CMS; no capital construction, expansion, or significant building upgrade costs allowed.
