Summary

the Rural Health Transformation Program (RHTP) immediate impact funds, is open only to eligible Maryland-based organizations, and will result in one award of up to $649,385 for work conducted from October 1, 2026 through April 30, 2027.

Eligibility

Applicants must maintain an operational office in Maryland and be either: (1) a nonprofit social organization as defined by 501(c)(3) status under the Internal Revenue Code; (2) a Maryland local, state, or federal government agency; or (3) a public college or state university. Applicants must provide IRS determination documentation if a nonprofit. All applicants (and fiscal sponsors) must be registered and in good standing with the Maryland State Department of Assessments and Taxation (SDAT) and on eMaryland Marketplace Advantage (eMMA). Applicants are required to demonstrate substantial organizational capacity in data management, integration, analytics, visualization, decision support, requirements gathering, project management, Maryland stakeholder engagement, and prior relevant experience (at least 5 years). Subcontractors are permitted for up to 49% of the work unless academic institution waivers are obtained.

Requirements Checklist

• The selected contractor will perform: 1) Orientation to current data and planning materials; 2) Requirements analysis and use case development for underserved-area analysis, workforce churn/trend, and service commitment tracking; 3) Creation of a roadmap document for a long-term, statewide healthcare workforce data clearinghouse; 4) Stakeholder interviews (MDH, CRISP, Maryland Department of Labor, etc.); 5) Submission of a work plan, quarterly reports, and a final clearinghouse roadmap. All work must be completed by April 30, 2027, following the proposal structure outlined in the RFA (separate technical and budget volumes, specified attachments, with project narrative limited to 10 pages).
