Solicitation for a contractor to implement and administer a tiered workforce incentive program for recruiting and retaining health professionals in rural Idaho communities through ladder payments, recruitment incentives, retention bonuses, and healthcare education awards. The selected administrator will be responsible for oversight, management of incentive and bonus payments, stakeholder engagement, data analysis to determine and report funding priorities, financial reconciliation, quarterly reviews confirming data accuracy and compliance, and annual independent financial audits. The contract supports Idaho's Rural Health Transformation Program (RHTP) by sustaining rural workforce capacity, addressing critical staffing shortages, and securing payment integrity and reporting accuracy for projected disbursements of $13,720,000 in year one.
Eligible recipients include nonprofit organizations, public or quasi-public entities, qualified private entities, institutions of higher education, healthcare workforce organizations, professional associations, third-party program administrators, consulting firms, grants management vendors, and consortiums led by a qualified prime contractor. Entities must demonstrate experience and success with projects of similar magnitude, and the ability to meet all requirements outlined in the solicitation.
