By enabling high-quality procedures close to home, the project transforms healthcare in the region and works to reduce health disparities.

Envoy Integrated Health

Statewide Population Health Service Organization — Envoy Integrated Health proposes building a statewide shared services model that gives Alaska’s providers access to high quality and affordable electronic health records, data analytics, and care coordination tools. This statewide population health services model addresses Alaska’s fragmented healthcare system, limited interoperability, and high infrastructure costs by enabling Alaska’s providers – especially those in small, independent, or rural practices – to manage the health of their patients and participate in value-based care.

This effort is expected to expand access in the Mat-Su Borough to neonatal care and reduce transfers to Anchorage. For rural and frontier families, neonatal transfers often create significant logistical and financial burden, separating parents from their newborns and requiring travel during medically stressful periods. Strengthening local neonatal capability helps keep families closer to home while improving continuity across maternal and newborn care.

Norton Sound Health Corporation

Department of Education and Early Development

Alaska School District Healthcare Programs of Study — The Alaska Department of Education & Early Development (DEED) will provide competitive subgrants to school districts, partnering vocation training institutions and local regional employers to deliver programs of study in healthcare careers to secondary students. Public school districts currently receive federal Carl Perkins funding to provide exposure and training to students to connect them to workforce opportunities after graduation. Of Alaska’s 53 districts, 36 small and rural districts receive only $20,000 of these federal funds to provide Career and Technical Education across fourteen different career clusters of which Healthcare and Human Services is just one. Currently, 26 of Alaska’s smallest districts do not offer any federally funded healthcare career and technical education due to limited capacity or resources. Each school district is part of DEED’s existing network that supports and promotes career and technical education programming. The healthcare program of study grants would allow smaller rural districts to focus on providing options to rural students to explore healthcare career options and receive technical training leading to careers in the local, regional, and statewide healthcare sector. The grants would serve students with priority given to smaller rural districts facing economy of scale limitations.

Senior and Disability Services (DOH)

Increase telehealth services for Individuals with Intellectual and/or Developmental Disabilities on HCBS waivers — The Division of Senior and Disabilities Services (SDS) proposes to provide access to telehealth services to more individuals receiving Home and Community Based Services (HCBS). This project will expand telehealth services to address the unique health and behavioral needs of HCBS recipients across Alaska. Currently the Division’s pilot project in telehealth services is limited to recipients of the Intellectual and Developmental Disabilities (IDD) and Individualized Supports Waivers (ISW) through a contract funded with American Rescue Plan Act (ARPA) dollars that expired June 30th, 2026. This project will extend the current contract with the Division’s telehealth vendor, RingMD, and expand authorized users of this service to all individuals that receive the Adults with Physical and Developmental Disabilities (APDD) waiver. If approved, expanding access to broader waiver populations could allow Alaska to: ● Extend a proven support model to more individuals and families ● Address needs identified directly by the I/DD community ● Increase access to timely behavioral health support with clinicians specifically trained to serve individuals with intellectual and/or developmental disabilities. ● Provide additional resources for caregivers and care organizations ● Strengthen the broader disability services system ● Build on an existing platform and provider network rather than starting from scratch This expansion opportunity should be framed as a natural next step based on community demand, early clinical impact, and the platform’s demonstrated ability to support individuals during moments of need. The Alaska IDD Telehealth Platform has made meaningful progress since launch. RingMD has successfully moved the program from deployment and operational readiness into awareness, engagement, early clinical impact, and system partnership development. The platform is now demonstrating value in several important ways: ● Individuals are using it for real-time support ● Caregivers are accessing guidance and reassurance ● Providers are identifying use cases within their caseloads ● Daily and repeated use has emerged among individuals who benefit from consistent connection ● Early stage Mobile Crisis partnership work is starting to create pathways for system integration ● Community feedback suggests broader populations could benefit from similar access The program’s strongest value is that it provides a reliable, IDD-informed, supplemental support resource during moments when individuals and caregivers have limited options. It helps fill the gap between routine services and crisis response, offering timely support that can reduce escalation, improve quality of life, and strengthen continuity of care. It provides access to this valuable service in rural areas of the state that do not currently have in-person, trained clinicians for this specific population. Continued investment would allow Alaska to build on the foundation already established and move the platform into its next stage of impact: increased utilization, deeper community integration, stronger system partnerships, and expansion to an additional waiver population where awareness, trust, and utilization can translate into sustained clinical and system-level value for Alaska.
