Mississippi Statewide Health Information Exchange / Health Data Utility (HIE/HDU) RFP

Summary

Mississippi State Department of Health (MSDH) is seeking a qualified contractor through a sealed competitive RFP to establish, develop, operate, and maintain a connected statewide Health Information Exchange (HIE) that will provide the foundation for a state-directed Health Data Utility (HDU). The selected contractor will support phased bidirectional clinical data exchange across rural providers, hospitals, private practices, long-term care, behavioral health, emergency systems, public-health agencies, payers, community service providers, patients, and authorized participants. Core services include care coordination, trauma response, shared clinical information, centralized imaging, public-health registry and surveillance integration, emergency-system integration, interoperability, data governance, privacy, security, onboarding, data quality, and future integration with broader data assets such as an All-Payer Claims Database.

Eligibility

Qualified vendors must demonstrate at least five years providing statewide HIE/HDU services similar in scope and scale, at least three years of experience with rural healthcare environments in Mississippi or equivalent states, the ability to provide essential key personnel at project kickoff, financial stability, and a plan to establish a local Mississippi business presence within 60 calendar days of contract execution unless otherwise agreed by MSDH. No award may be made to a party debarred, suspended, or otherwise excluded from participation in federal programs per 2 C.F.R. § 200.322, CMS standard terms, and applicable Federal Award requirements.
