Summary

the Rural Health Transformation Program (RHTP) workforce development initiative under RFP DLI-RFP-2026-0088DL. Federal funds are involved. Proposals must be submitted electronically through the Montana eMACS portal before July 16, 2026 at 2:00 PM MDT.

Eligibility

To be eligible, offerors must meet all mandatory requirements documented in the RFP. Offerors must complete and upload: Business Information, Specifications / Scope, Cost Proposal, and Budget Workbook. Offerors must have a Unique Entity ID (UEI) registered at SAM.gov and submit Federal Form NDA889. Offerors must comply with Montana Prevailing Wage Requirements, carry required insurance, and be registered with Montana Secretary of State. Equal Pay for Montana Women compliance certification is required for bonus evaluation points. Offerors must not discriminate against firearms entities/trade associations and must disclose use of artificial intelligence per RFP instructions.

Requirements Checklist

• Review and accept all event prerequisites including contact, conflict-of-interest, contract, federal terms, wage, insurance, and registration requirements. 2. Upload required documents: Business Information, Specifications/Scope, Cost Proposal, Budget Workbook. 3. Submit Contract Exception Form by the deadline if proposing exceptions. 4. Provide Trade Secret Affidavit if submitting confidential information. 5. Certify compliance with Equal Pay for Montana Women and nondiscrimination against firearms entities/trade associations. 6. Disclose use of artificial intelligence. 7. Register as a vendor and with Secretary of State. 8. Submit Unique Entity ID and NDA889 Form.
